The only reason I can see is to divert peoples attention from the self destruction of her own party. If 18 year olds can be expected to vote the can be expected to drink responsibly. Bad behavior caused by public drunkenness are a policing issue. Fortunately Barry O'Farrell has rejected the proposal.
